How JumpStart got started.
September 12, 2008: Governor Chet Culver announced the creation of the Jumpstart Iowa Initiative, a new housing and economic development program that will help address the immediate needs of Iowans.
The Jumpstart Iowa initiative contains two new programs – one to address housing needs in storm-impacted communities, and one to help small businesses damaged by this year’s severe weather.

More About JumpStart
The Jumpstart Iowa Recovery Initiative is a $40-million housing and economic development program developed to address the immediate financial needs of Iowans affected by the 2008 storms, flooding and tornadoes. The assistance provided through Jumpstart Iowa will help bridge the gap between the immediate needs and the first installment of $85 million in Community Development Block Grant funding distributed by the U.S. Housing and Urban Development agency.
JumpStart Iowa Homeowner Assistance Program
The Jumpstart Iowa Homeowner Assistance Program is administered through the Iowa Finance Authority. This program will help homeowners either make a down payment on a new house, repair their current home, or maintain their mortgages while waiting for a potential buyout from FEMA. The maximum award is a $50,000 loan, plus an additional $10,000 for energy-efficient appliances, all of which will be forgiven if the homeowner stays in the house for 10 years.

JumpStart Iowa Small Business Assistance Program
Administered through the Iowa Department of Economic Development, the Jumpstart Iowa Small Business Assistance Program will provide forgivable loans to small businesses. The funds will help pay down their SBA loans from the federal government, and will provide funding to promote sustainable rebuilding efforts. The loans will be forgiven if the business opens its doors within 12 months of receiving funds.

Flood Recovery Funding Registration Hotline Opens Sept. 30
CEDAR RAPIDS, IA – September 29, 2008 – The City of Cedar Rapids has created a “Flood Recovery Funding Registration Hotline” to connect flood-impacted residents and business owners with funding from several state, federal and non-profit agencies as quickly as possible. The hotline is an easy way to register for funds from the Jumpstart Iowa Housing and Small Business Recovery Programs, Community Development Block Grant program and other funding the City is expecting to receive over the next several months.
All residents and business owners impacted by the June flooding disaster are encouraged to call 2-1-1 or (319) 739-4211 to register for flood recovery funding STARTING TOMORROW, Tuesday, September 30 at 8:00 a.m. This registration hotline will be open 8:00 a.m. to 8:00 p.m. on weekdays (starting September 30, 2008) and 8:00 a.m. to 5:00 p.m. on weekends. This hotline is supported by the United Way 2-1-1 Information and Referral staff.
The Flood Recovery Funding Registration Hotline is the first of two steps in a short registration and allocation process. The second step is a face-to-face funding consultation. After a resident or business owner registers through this hotline, a representative will contact each individual about two weeks later for a funding consultation. During this consultation, registrants will be provided with current and future flood recovery funding options. Once the resident or business owner chooses from the options, money will be allocated to him or her. The intent of this process is to offer a single, convenient system for qualification and distribution of all the flood recovery funds that the City will receive now and in the future. This two-step system avoids the need to complete several applications for separate funding programs and maximizes the use of all revenue sources available to the City.
To be eligible for this funding, flood-impacted residents and business owners must have registered for FEMA assistance by calling 1-800-621-FEMA (3362). Flood recovery funds are available for the following specific needs:
- Down payment assistance
- Housing rehabilitation
- Interim mortgage assistance
- Voluntary property acquisition (buyout funding)
- Forgivable loans for business repairs
- Energy-efficient appliance purchases
Flood recovery funds will NOT be provided on a first-come, first-serve basis. nstead, these funds will be provided to all eligible flood-impacted residents and business owners as it becomes available. Individuals must register through this hotline to receive these funds.
